The unemployment rate in Russia stood at a record low of 2.3% in April 2025, unchanged from March, down slightly from the forecast of 2.4%, as a result of an acute labour shortage caused by the war in Ukraine. The continued mobilization of military reserves since 2022, along with emigration, has led to a large outflow of working-age people, mostly men, from the labor market. The number of unemployed individuals fell to 1.709 million in April from 1.730 million in the month before. Meanwhile, the number of officially registered unemployed ticked down to 0.336 million from 0.337 million. The central bank cites labor shortages as a key factor compelling it to maintain a tight monetary policy.
